The National Arts Plan returns between September 2025 and March 2026 with the Culture Education Biennial #2. Our focus remains on artistic and cultural programming for and with children and young people. We aim to facilitate the circulation of projects, promote co-productions, and create a network associated with the Biennial.

In this 2nd edition, we propose as a transversal theme the question: “What Instead of Fear?”

“What Instead of Fear?” seeks to be a broad reflection on the many ways we face fear, as well as an exercise in exploring possibilities in the face of paralyzing anxiety. It is a question for which, ultimately, almost all answers are valid, because any act of creation and vitality represents a first step of courage out of the darkness.

“What Instead of Fear?” is a silent manifesto that wishes to be heard loudly, a ritual of rebirth. In the end, no civilization can survive without learning to dance with its own shadows—and to transform them into beacons, or at least into small lights to guide us through the night.
